Landlord deducting one month rent by default while returning deposit even though she has sold th

The flat we stayed in for 3 yrs looks as fresh as new . Even the new owner to whom she told tells that. No nails no breakage nothing. Yet deducting 42k ( one month rent)

My agreement says this:

**13. DELIVERY BACK OF POSSESSION:**

a)              Subject to the provisions of this Agreement, the LESSEE shall deliver vacant possession of the Leased Premises to the LESSOR on expiry of the lease period or any extension thereof in the same condition in which it was let out, (reasonable fair wear and tear exempted). 

b)              The LESSEE at the time of occupation shall inspect and satisfy himself, that the interior walls, windows, doors, sanitary, electrical appliances and other fittings & fixtures are in working order, and nothing is broken or missing.  The LESSEE shall be responsible to return/restore them in the same condition, natural wear and tear and damage exempted. 

c)              At the time of vacating the schedule premises, depending upon the condition of flat as perceived/inspected by the LESSOR, amount will be deducted as per actuals (maximum one month rent) from the security deposit towards painting charges and cleaning of the scheduled premises or the LESSEE can get the work done only at LESSOR discretion. If any further damage happens, the LESSEE will be liable to get it fixed apart from the deductions for painting and cleaning while vacating the property.
